The International Olive Council has agreed on a draft text for a new agreeÂment to replace the curÂrent 2005 agreeÂment, with negoÂtiÂaÂtions set to take place in October 2015 at a United Nations conÂferÂence in Geneva. The new agreeÂment is expected to be in force from January 1, 2017 until the end of 2026, with changes includÂing a new forÂmula for calÂcuÂlatÂing memÂber counÂtries’ parÂticÂiÂpaÂtion shares in the budÂget and a revised deciÂsion-makÂing process for interÂnaÂtional trade stanÂdards.
The memÂber counÂtries of the International Olive Council (IOC) have agreed on a draft text to replace the curÂrent 2005 agreeÂment. The docÂuÂment will serve as a basis for negoÂtiÂaÂtions on the new agreeÂment due to be disÂcussed in October 2015 at a United Nations conÂferÂence in Geneva. The new agreeÂment is expected to enter into force on January 1, 2017 until the end of 2026.
Discussions on the draft text took place just before the IOC’s 24th extraÂorÂdiÂnary sesÂsion in Madrid last week.
The draft text introÂduces sevÂeral imporÂtant changes to the curÂrent agreeÂment, includÂing:
- More weight is to be given to conÂsumer counÂtries via a proÂposed forÂmula which calÂcuÂlates memÂber counÂtries’ parÂticÂiÂpaÂtion shares in the budÂget of the IOC by lookÂing at proÂducÂtion, exports and imports equally.
- A new deciÂsion-makÂing process for topÂics related to the IOC’s interÂnaÂtional trade stanÂdard which includes new steps aimÂing at conÂsenÂsus-buildÂing incorÂpoÂratÂing a new votÂing proÂceÂdure.
Following disÂcusÂsions on the new agreeÂment, the IOC’s 24th extraÂorÂdiÂnary sesÂsion of the Council of Members was held June 16 – 19. Several meaÂsures for adopÂtion were disÂcussed by the speÂcialÂist comÂmitÂtees:
- The Economic Committee took deciÂsions to defer pubÂliÂcaÂtion of the results of the proÂducÂtion costs study in order to verÂify data, to request valÂiÂdaÂtion of the methodÂolÂogy for the value chain study, and to hold the May 2016 meetÂing of the IOC Advisory Committee on Olive Oil and Table Olives in Iran which will include a regional semÂiÂnar on a relÂeÂvant topic.
- Members of the Promotion Committee decided to pubÂlish a new call in July for grant appliÂcaÂtions for proÂmoÂtional activÂiÂties to be underÂtaken between 1 October 2015 and 31 March 2016.
- The Technical Committee proÂposed not changÂing the ethyl ester limit of 35 mg/kg for the upcomÂing crop year, to hold a meetÂing this fall to orgaÂnize an IOC semÂiÂnar in 2016 on Xylella fasÂtidiosa, and to come up with recÂomÂmenÂdaÂtions for the orgaÂnizÂers of qualÂity comÂpeÂtiÂtions.
