E.U. Suspends Fertilizer Tariffs in Bid to Ease Farm Costs

The European Union suspended customs duties on selected nitrogen fertilizers for one year, a move that could help reduce input costs for some olive growers.

The European Union has suspended customs tariffs for one year on several nitrogen-based fertilizers widely used across agriculture, a move that could help ease production costs for some olive growers.

The measure, approved by the E.U. Council, includes urea and ammonia products commonly used in fertigation programs and broader nutrient management strategies.

Under the regulation, selected nitrogen-based fertilizers may enter the E.U. without customs duties up to specific volume limits. Once those quotas are exceeded, normal tariffs of between 5.5 and 6.5 percent will apply again.

According to the Council, the quotas were calculated based on 2024 import volumes from most-favored-nation suppliers, plus an additional 20 percent of the quantities previously imported from Russia and Belarus. Both countries are excluded from the new measure.

The tariff suspension follows years of sharp fluctuations in fertilizer prices driven by energy costs, supply disruptions and international instability. The Council said the measure could reduce annual import duty costs by about €60 million.

For olive growers, any benefits are unlikely to be immediate or evenly distributed. Fertilizer prices are shaped by several factors beyond tariffs, including shipping costs, energy prices, global demand and distributor margins.

Nitrogen fertilizers play a central role in many modern olive groves. Urea, ammonium nitrate and other nitrogen-based products are commonly used during key stages of the growing season, including vegetative recovery after harvest, canopy development and yield support in high-output orchards.

Recent research in olive cultivation has increasingly focused on nitrogen management and precision fertilization strategies, reflecting the growing importance of nutrient management in olive production.

Researchers have also explored variable-rate fertilization systems and precision nutrient management strategies aimed at improving efficiency while reducing environmental impacts.

While most tariffs will be suspended, fertilizer cost volatility will remain closely linked to natural gas prices. Natural gas accounts for up to 80 percent of fertilizer manufacturing costs because it is used both as an energy source and as a key feedstock in ammonia production.

Ammonia forms the basis of most modern nitrogen fertilizers, leaving fertilizer markets highly sensitive to energy price swings.

The impact of the tariff suspension is expected to vary considerably across the olive oil production sector. In traditional rainfed olive groves, fertilizer use is often far lower than in intensive plantations. Many growers operating these orchards have reduced inputs in recent years because of rising production costs and declining profitability.

By contrast, highly mechanized groves tend to rely more heavily on external inputs, including fertilizers, irrigation and energy-intensive management systems. In those contexts, even moderate reductions in fertilizer costs could have a measurable economic effect.

The European fertilizer market has experienced severe instability since 2021, largely due to soaring natural gas prices and disruptions linked to Russia’s invasion of Ukraine and broader geopolitical tensions.

Earlier this year, the E.U. moved in the opposite direction by imposing or expanding tariffs on Russian and Belarusian agricultural products and fertilizers in an effort to reduce strategic dependence on those suppliers.
